Rizwan Ahmed (Urdu: رضوان احمد) is a seasoned Pakistani bureaucrat who serves in BPS-22 grade (highest attainable rank for a serving officer) as Chairman Pakistan National Shipping Corporation (PNSC). He is considered to be one of Pakistan's most enterprising and upright bureaucrat, having expertise in the areas of law enforcement, administration, human resource and public procurement.
Ahmed is an officer of the Pakistan Administrative Service and is batchmates with Fawad Hasan Fawad, Raja Sikandar Sultan, Allah Dino Khawaja and Barrister Zafarullah.
In December 2017, Prime Minister Shahid Khaqan Abbasi promoted Ahmed to the rank of Federal Secretary.
Ahmed was born into a notable family of Hyderabad. His father, Jamil Ahmed, served as mayor of Hyderabad for two consecutive terms (1962-71). Ahmed is the son-in-law of former Chief Justice of the Federal Shariat Court, Haziqul Khairi.
Ahmed received his early education at Cadet College Petaro and obtained his Bachelor's degree in Engineering (Electronics) from Dawood University of Engineering and Technology. He then completed a Master in Public Administration from the John F. Kennedy School of Government at Harvard University.
