Philip H. "Phil" Gordon (born 1964) is an American diplomat and foreign policy expert. From 2013 to 2015, Gordon served in the White House as Special Assistant to the President and White House Coordinator for the Middle East, North Africa, and the Persian Gulf Region. From 2009 to 2013 he served as Assistant Secretary of State for European and Eurasian Affairs.
Gordon is currently a senior fellow at the Council on Foreign Relations, where he focuses on US foreign policy. He is also a Senior Adviser at Albright Stonebridge Group.
He received his Ph.D. in international relations and international economics from the Johns Hopkins University School of Advanced International Studies (SAIS) in 1991. He also received an M.A. from SAIS in 1987 and a B.A. from Ohio University in 1984.
Gordon held a number of research and teaching positions, like at the Brookings Institution in Washington, D.C.; the International Institute for Strategic Studies in London; INSEAD, the global graduate business school in Fontainebleau; and the Deutsche Gesellschaft für Auswärtige Politik in Bonn.
From 1998 to 1999, he served as the Director for European Affairs at the National Security Council under President Bill Clinton.
He was Special Assistant to the President and White House Coordinator for the Middle East, North Africa, and the Gulf Region from 2013 to 2015. As the most senior White House official focused on the greater Middle East, he worked closely with the president, secretary of state, and national security advisor on issues including the Iranian nuclear program, Middle East peace negotiations, the conflict in Syria, security in Iraq, U.S. relations with the Gulf states, the democratic transitions North Africa, and bilateral relations with Israel, Egypt, Jordan, and Lebanon.
