United States Commission on International Religious Freedom

The United States Commission on International Religious Freedom (USCIRF) is a U.S. federal government commission created by the International Religious Freedom Act of 1998. USCIRF Commissioners are appointed by the President and the leadership of both political parties in the Senate and the House of Representatives. USCIRF's principal responsibilities are to review the facts and circumstances of violations of religious freedom internationally and to make policy recommendations to the President, the Secretary of State, and the Congress.

It is rooted in the recommendations of the Advisory Committee on Religious Freedom Abroad which was created in 1996 by the Secretary of State Warren Christopher and its original intention was to protect Christians around the world. Among those on the Advisory Committee on Religious Freedom Abroad was Barnett Richard Rubin of the Council on Foreign Relations and Diana Eck who had a history with the World Council of Churches. Although the membership of the committee included Muslims, Jews and Christians, there was no Hindu on the committee. Eck and Rubin had a history of focusing on India.

Such organisations as Christian Solidarity International, International Christian Concern, Open Doors and the Cardinal Kung Foundation as well as the lawyer Michael Horowitz were influences for the foundation of the International Religious Freedom Act. Hillary Clinton is a member of the C Street House or the Fellowship which is an evangelical Christian group.
