Ternovsky District (Russian: Терновский райо́н) is an administrative and municipal district (raion), one of the thirty-two in Voronezh Oblast, Russia. It is located in the northeast of the oblast. The area of the district is 1,391 square kilometers (537 sq mi). Its administrative center is the rural locality (a selo) of Ternovka. Population: 22,125 (2010 Census);25,696 (2002 Census);29,642 (1989 Census). The population of Ternovka accounts for 25.6% of the district's total population.
