Datuk Paul Low Seng Kuan (simplified Chinese: 刘胜权; traditional Chinese: 劉勝權; pinyin: Liú Shèng Quán) is a Malaysian Senator and Minister in the Prime Minister's Department. He was the President of a non-governmental organisation called Transparency International - Malaysia (TI-M) until 24 May 2013. The organisation is a chapter of Transparency International (TI) - a world renowned anti-corruption NGO. After the Malaysian 13th General Election, Datuk Paul Low was appointed as a Senator and a Minister in the Prime Minister's Department of Malaysia. His portfolio involves collaborating with relevant stakeholders including Federal Ministries and State Governments to promote good governance practice and strengthening of transparency and accountability.

Federal institutions that work closely with the Minister’s Office include the Malaysian Anti-Corruption Commission (MACC), Malaysian Institute of Integrity (IIM), Enforcement Agency Integrity Commission (EAIC) and Public Complaints Bureau (PCB). He also currently chairs the National Consultative Committee On Political Financing (NCCOPF).

Datuk Paul Low is also an entrepreneur and an active corporate leader in manufacturing. Before taking office as the Minister in the Prime Minister Office he was the Malaysian Sheet Glass Executive Director - a company producing glass products. He is also a past president of the Federation of Malaysian Manufacturers (FMM), an organisation that promotes Malaysian product in the international stage.

As a minister in the Prime Minister's Department, Datuk Paul Low is in charge of the implementation of transparency in the Malaysian government. However, he appears to be reluctant to comment on the 1MDB scandal, a developing scandal of corruption that threatens to engulf the government.
