The Andalusian Parliament is the legislature of the Spanish Autonomous Community of Andalusia instituted by the Andalusian Charter of Autonomy of 1981. It is elected by the residents in Andalusia every four years. The Andalusian Parliament is, with the Basque, Catalonian and the Galician parliaments, one of the four regional legislatures in Spain that can call for elections independent of the regional and municipal elections, upon decision to dissolve the house by the Regional President. After the Andalusian parliamentary election, 2015, the leader of the PSOE-A, Susana Díaz formed a minority government, after being in coalition with the United Left Party.
The Andalusian Parliament consists of 109 Members of the Andalusian Parliament, elected for four year terms in proportional party lists using the D'Hondt method in eight constituencies, being each one of the Andalusian provinces. If more than five MPs are elected for any party they will form a Parliamentary Group.
After the 2015 elections, the PSOE-A failed to gain any more seats to become a majority government. As United Left lost most of its seats, they couldn't continue to govern Andalusia in a coalition with the PSOE-A, so the socialists were only able to form a minority government. Podemos and Citizen's made major gains in the election even though the two parties hadn't contested in Andalusia before. Podemos gained 15 seats and Citizen's gained 9 seats. As of the 2015 election, both parties combined make up nearly a quarter of the parliament.
The seat of the Andalusian Parliament is located in Seville, the capital city of Andalusia. Its building is the former Hospital of the Cinco Llagas ("Five Wounds"). Built in 1546 by order of Don Fadrique Enríquez de Ribera. It was designed by Martín de Gainza. The building was used as a hospital until 1972. In 1986 the plans for turning the building into the headquarters of Andalusia's parliament were drawn up, and the building was inaugurated as the seat of the Andalusian Parliament on 28 February 1992, the (Día de Andalucía).
