Joseph Lloyd Hogan (March 11, 1916 – August 27, 2000) was the seventh Roman Catholic bishop of the Roman Catholic Diocese of Rochester, New York.

Hogan was born in Lima, New York.

Hogan attended St. Andrew's Seminary and St. Bernard's Seminary, Rochester. He was ordained to the priesthood for the Rochester Diocese on June 6, 1942. Hogan received a M.A. Degree from Canisius College in Buffalo. In 1949 Hogan received a Doctorate in Sacred Theology from the Pontifical University of Saint Thomas Aquinas, Angelicum in Rome, Italy.

Hogan served for a number of years on the faculty of St. Bernard's Seminary, Rector at Becket Hall residence for the diocesan seminary at St John Fisher College . and Sisters of St. Joseph Novitiate. He was appointed Monsignor in 1966, and was pastor of St. Margaret Mary Church, Irondequoit, until being appointed Bishop.

On October 6, 1969 Hogan was appointed bishop of the Rochester Diocese by Pope Paul VI. He was consecrated on November 28, 1969 succeeding Fulton J. Sheen.

Hogan resigned on November 22, 1978.
