Finley is a city in Steele County, North Dakota, United States. It is the county seat of Steele County. The population was 445 at the 2010 census. Finley was founded in 1897.
Finley was founded in 1897. In 1919, the county seat was transferred to Finley from Sherbrooke, North Dakota.
