Anoop Kumar Mittal (born 5 January 1960) is a Civil Engineer by profession and is the Chairman-cum-Managing Director of National Buildings Construction Corporation Limited.
Mittal was born in Bharatpur, Rajasthan where his father was a business man. Thereafter, he shifted to Ghaziabad (UP) along with his family. He has a younger brother and one sister. He graduated in civil engineering with first class from Thapar University (Patiala, Punjab, India) in 1982.
Mittal began his career in 1982 and was associated with developmental works of the prestigious Asiad 1982. After a short stint, he joined M/s Shapoorji Pallonji & Co. Ltd, a civil engineering organization in the construction sector. In 1985, Mittal joined NBCC, where he worked in various capacities for more than a quarter century. In 2013, he was appointed Chairman-cum-Managing Director of the Company by the Government of India.
After taking charge as CMD of NBCC, Mittal chalked out a plan to make NBCC a ‘Navratna’ status company. This was accomplished by June 2014, just over 14 months after he assumed office as Chairman in April 2013. Measures include: bringing out the Company’s maiden and comprehensive HR Manual; streamlining systems/procedures for promotion and making it time-bound; introduction of Electronics Performance Management System (EPMS) i.e., the online appraisal system was implemented from 2013-14 to make the EPAR system more transparent along with storage of EPAR records. This minimises RTI queries; creation of an additional Board-level post of Director (Commercial) to meet the immense workload due to significant expansion, diversification and adoption of new technology/redevelopment tasks/real estate works; induction of fresh talent by recruiting various professionals at the preliminary, middle and senior levels to meet human resources requirements as per business demands and succession planning.
To boost employees’ moral and motivation, number of measures have been taken/introduced under Mittal’s initiatives and these include: introduction of NBCC Post-Superannuation Pension Scheme; providing of CUG Mobile facilities to all employees for better and faster internal communication; introduction of Annual Employees Excellence Awards; providing staff canteen facilities coupled with subsidized lunch facility for all employees; extending post-retirement medical facility to two dependent family members of ex-employees suffering any permanent disability (physical or mental); introduction of ERP Module for all internal employee communications; introduction of Fast Track Promotion Policy for deserving employees; bringing OPD under existing Medical Insurance Policy for employees.
