‘’’Cornelio T. Villareal’’’ (September 11, 1903 – December 8, 1992) was a Filipino politician who served as Speaker of the House of Representatives of the Philippines from 1962 to 1967, and again from 1971 to 1972. Popularly known as ‘’’Cone’’’ or ‘’’Kune’’’, his unbroken congressional career representing the Second District of Capiz spanned six decades.


Villareal was born on September 11, 1903 in Imbakalan, Mambusao, Capiz. He finished his elementary education at Mambusao Elementary School and his secondary studies at Capiz High School. In 1924, he graduated at the Siliman University with a degree in Associate in Arts. In 1929, he received his law degree from the Philippine Law School, and passed the bar examinations later that year.


Villareal’s political career began in 1932, when he was appointed Public Defender. In 1934, he was elected as a delegate to the 1934 Philippine Constitutional Convention representing the Province of Capiz. In 1941, Villareal won his first election as a Member of the House of Representatives, representing the Second District of Capiz. His term was interrupted by the Japanese invasion in late 1941, when he served as Capiz Resistance Provincial Governor until Liberation on March 25, 1945. He reassumed his seat in 1945,Cite error: A <ref> tag is missing the closing </ref> (see the help page). He was appointed Delegate to the Manila Conference of 1954 that founded the Southeast Asia Treaty Organization; he was signatory for the House to the SEATO Charter; and Plenipotentiary Delegate to the Reparations Agreement between the Philippines and Japan signed in 1956. He was a Member of the Philippine Delegation to the United Nations General Assembly in 1956, and was one of the founders of the Asian Parliamentarians’ Union, along with Japanese Prime Minister Nobushuki Kishi.

He died six months later, aged 88.
