Bihar State Power Holding Company Limited (or BSPHCL), also known as erstwhile Bihar State Electricity Board (or BSEB) is a state-owned electricity regulation board operating within the state of Bihar in India. Bihar State Electricity Board (BSEB) was established in 1958 as a statutory corporation under the Electricity (Supply) Act, 1948. As of November 2012, BSEB has nearly 1,700 officers and 14,850 employees. The derated capacity comes to just 530 MW. The BSEB was unbundeled on August 2, 2011.Power Finance Corporation was the main consultant for BSEB's restructuring.

BSEB is unbundled into 5 parts namely Bihar State Power Generation Co. Ltd. (Generation business), Bihar State Power Transmission Co. Ltd. -BSPTCL(Transmission Business), North Bihar Power Distribution Co. Ltd. & South Bihar Power Distribution Company Limited (both in distribution business) & Bihar State Power Holding Co. Ltd.(apex holding Company), vide Bihar State Electricity Reforms Transfer Scheme, 2012 vide notification 17 dated 30.10.2012. (reference: BERC tariff Order 15.03.2013).

The installed electricity generation capacity in Bihar was 3832.54 MW on August 31, 2015. This is 10% of India’s power capacity and 25% of the East India. Bihar reported a peak power demand of 3,500 MW in 2014-15. The per capita power consumption in Bihar is 144 kilo watt hour (kwh), 85% lower than the all-India average of 927 kwh. Peak power availability in Bihar was lowest at 4000 MW in 2014-15.

On 17 April 2018, Bihar state cabinet , headed by chief minister Nitish Kumar, gave its nod to handing over of Barauni Thermal Power Station, Kanti Thermal Power Station and Nabinagar Supercritical Thermal Power Project to National Thermal Power Corporation.

Unit No. 1, 2 & 3 of 15MW each and Unit No. 4 & 5 of 50 MW each are retired as they are very old to be maintained.

Unit 6 of 110 MW is under renovation and maintenance being executed by Bharat Heavy Electricals which also originally supplied equipments for units 6 & 7. Unit 7 too was renovated by BHEL and is now operational.
