The 2019 FIBA Basketball World Cup qualification for the FIBA Europe region will start in the summer of 2017. Contrary to previous years, no teams were automatically placed for the World Cup, so all FIBA Europe nations participated.
The teams would be divided in a Division A and Division B, based on their past results. Division A would consist of 32 teams, and would fight for a spot in the 2019 World Cup. Division B teams played to still have a chance to qualify for EuroBasket 2021.
Teams that did not manage to make EuroBasket 2017 played in the pre-qualifers round. 13 teams participated in four home-and-away round robin groups from 2 to 19 August 2017. The draw to determine the groups was held in Prague, Czech Republic on 10 December 2016..
Top two teams from each group qualified for First round determining the last 8 spots in Division A. Other 5 teams (bottom two teams from Group A + bottom team from Group B, C and D) have been eliminated from FIBA Basketball World Cup and will play in Division B of EuroBasket 2021 qualifying, starting from pre-qualifiers First Round
The 24 national teams that qualified for EuroBasket 2017 automatically qualified for this stage. They will be joined by 8 teams qualified through the Pre-Qualifiers. They all form Division A. In total 32 teams will be divided in 8 home-and-away round robin groups by 4 teams. The allocation of teams from the first round were determined on 24 August 2017.
Games will be played during November 2017, February 2018, June 2018 and July 2018.. Top three teams from each group will advance to the Second round. Bottom team from each group will be eliminated from FIBA Basketball World Cup and will be transferred to Second Round of EuroBasket 2021.
