The venues were Nilson Nelson Gymnasium in Brasília and Ginásio do Maracanãzinho in Rio de Janeiro. The opening ceremony took place in Brasília with the finals in Rio. For the first and only time, 20 teams participated. The number would increase to 24 starting in 2012.

Each nation submitted a squad of 14 players, including two goalkeepers.

The 20 teams were divided in four groups, each group with five teams. The draw was held on July 10, 2008 in Brasília, Brazil

In case two or more teams are equal on points, their ranking is determined by the results of matches between the tied teams only. If there is still a tie after this, the ranking is determined by goals difference in all group matches.
