The council is responsible for housing and community, roads and transportation, urban planning and development, amenity and culture, and environment. The council has 32 elected members. Elections are held every five years and are by single transferable vote. The head of the council has the title of Cathaoirleach (Chairperson). In October, 2015, Cllr. Jennifer Whitmore became the first Wicklow County Councillor to join the Social Democrats.
In February, 2017, following numerous controversies and party in-fighting, Sinn Féin's national governing body removed the party whip from three County Councillors; Cllr. John Snell, Cllr. Gerry O'Neill, and Cllr. Oliver O'Brien. They now sit as independent members of the Council.
