The 1999 Riojan regional election was held on Sunday, 13 June 1999, to elect the 5th Parliament of the Autonomous Community of La Rioja. All 33 seats in the Parliament were up for election. The election was held simultaneously with regional elections in twelve other autonomous communities and local elections all throughout Spain, as well as the 1999 European Parliament election.

The People's Party (PP) under incumbent President Pedro Sanz was re-elected for a second term in office with an increased absolute majority. The Spanish Socialist Workers' Party (PSOE), with former President José Ignacio Pérez Sáenz standing as candidate, also gained 1 seat and saw a slight increase of its share. Both parties benefited of IU's expulsion from Parliament, after failing to meet the 5% threshold and losing all its 2 seats. The Riojan Party (PR) maintained its 2 seats, but lost some of the ground it had won in the previous election.

The Parliament of La Rioja was the devolved, unicameral legislature of the autonomous community of La Rioja, having legislative power in regional matters as defined by the Spanish Constitution and the Riojan Statute of Autonomy, as well as the ability to grant or revoke confidence from a President of the Autonomous Community. Voting for the Parliament was on the basis of universal suffrage, with all nationals over eighteen, registered in La Rioja and in full enjoyment of all political rights entitled to vote.
