Wellington Moreira Franco (Portuguese pronunciation: [ˈwɛlĩɡtõ moˈɾejrɐ ˈfrɐ̃ku], Teresina, October 19, 1944) is a Brazilian politician. He was governor of the state of Rio de Janeiro from 1987 to 1991 and also the mayor of Niterói city from 1977 to 1982. He taught Sociology at Fluminense Federal University.
