Luiz Loures is the Deputy Executive Director, Programme, Joint United Nations Programme on HIV/AIDS (UNAIDS). He was appointed to this position by the United Nations Secretary-General Ban Ki-moon on 14 December 2012.
Dr. Loures started as a critical care physician at the Hospital Joao XXIII in Belo Horizonte, Brazil and later on moved to the rank of chief physician of the AIDS unit. He joined UNAIDS in 1996 when it was created.
Dr Loures was investigated and cleared of an accusation of sexual harassment and assault. The case was dismissed further to a full investigation by the World Health Organization’s (WHO) Office of Internal Oversight Services (IOS) which is independent body. Once the case was already closed, the confidential findings were leaked to the newspaper Guardian that tells of the charge: "It is understood that the complainant alleged Dr Loures sexually harassed her, and sexually assaulted her in a lift while away on work travel". He was cleared of charges but the charity Code Blue has raised alarm about the way the case was handled. Code blue and the Guardian have brought attention to the situation within the UN about sexual harassment and encouraged them to bring in better safeguards against harassment and sexual assault within the organisation.
UNAIDS has issued a press release underscoring its zero tolerance policy for sexual harassment. This outlines the process in place and the actions that are currently underway within the organisation.
