Luis Miranda, who left the Azores Islands (Portugal) at the age of eight, arrived in Quebec in 1963. Upon his arrival in Quebec, he began his primary schooling at St-Dominic School and then went on to high school Cardinal Newman High School. In 1974, he began a career as a firefighter, a trade he worked for 25 years.

In 1976, he settled in Anjou. From the outset, he actively contributed to the life of the community in Anjou and participates in the well-functioning of several not-for-profit associations: the Minor Hockey Association, the Optimist Club and the Haut-Anjou Recreational Association.

From 1994 to 1997, he chaired the committee of priorities of the city of Anjou and it is in 1989 that he is elected for the first time councilor of the district Lucie-Bruneau. For him, the quality of the social fabric inevitably passes through the commitment of its members and in 1994 he gets elected leader of the party Alliance populaire Anjou and becomes mayor of Anjou in 1997. He then presides over the destinies of the city, to contribute to the well-being of the community. In his capacity as mayor, he is called to sit on the Communauté urbaine de Montréal (CUM) and is a member of the Standing Committee on the management of CUM. He is mayor of the municipality of Anjou from 1999 to 2001, when his city merged with Montreal.

He then is elected as mayor of the Montreal borough of Anjou on November 4, 2001. Since then, he has held several administrative functions and is still a member of various committees and commissions.

In 2004, despite a referendum result favorable to the demerger, the city of Anjou is merged in Montreal. For the municipal referendum to lead to the reconstitution of a municipality 2 conditions had to be fulfilled: The votes cast were to represent an absolute majority of votes (50% + 1 vote). The votes in favor of the reconstitution had to represent a minimum of 35% of qualified voters.

The second criterion was not fulfilled, despite a result in favor of the dejection in the popular vote, Anjou is merged in Montreal.
