Lucy Jeanne Packer,Baroness Neville-Rolfe, Lady Packer DBE CMG (née Neville-Rolfe, born 2 January 1953) is a British Conservative politician and Commercial Secretary to the Treasury. She served as Minister of State for Energy and Intellectual Property at the Department for Business, Energy and Industrial Strategy from July 2016 to December 2016. She previously worked at Tesco PLC (1997-2013), serving on the Board of Directors from 2006. She was appointed a Life Peer in the House of Lords in 2013.
Neville-Rolfe is a former senior Civil Servant having served in the Ministry for Agriculture, Fisheries and Food (1973-92) and the Prime Minister's Policy Unit at Number 10 (1992-94).
Neville-Rolfe was born at Wardour, Wiltshire, where she lived on a farm with her parents and four siblings. She attended Catholic convent schools before going up to read Philosophy, Politics and Economics at Somerville College, Oxford. Neville-Rolfe graduated with an MA and is now an Honorary Fellow of the college.
