Kathleen Halloran Chapman, (born January 19, 1937), known as Kay Chapman or Kay Halloran, is an American politician. was elected as the mayor of Cedar Rapids, Iowa, United States in November 2005. She is a Democrat and former state legislator, and a member of the Mayors Against Illegal Guns Coalition, an organization formed in 2006 and co-chaired by New York City mayor Michael Bloomberg and Boston mayor Thomas Menino.
She was the first woman to enter into a private law practice in Cedar Rapids, and is the city's second female mayor. Ms. Halloran was a 1954 graduate of Franklin High School in Cedar Rapids.
