Judith Ann Wilson Rogers (born July 27, 1939) is a United States Circuit Judge of the United States Court of Appeals for the District of Columbia Circuit.
Born in New York City, New York, Rogers received an Artium Baccalaureus degree from Radcliffe College of Harvard University in 1961, a Bachelor of Laws from Harvard Law School in 1964 and a Master of Laws from the University of Virginia School of Law in 1988. She was a law clerk, Juvenile Court of the District of Columbia from 1964 to 1965. She was an Assistant United States Attorney of District of Columbia from 1965 to 1968. She was a staff attorney of San Francisco Neighborhood Legal Assistance Foundation from 1968 to 1969. She was a trial attorney of Criminal Division, United States Department of Justice from 1969 to 1971. She was a general counsel, Congressional Commission on the Organization of the District Government from 1971 to 1972. She was a legislative program coordinator, Office of the Assistant to the Mayor-Commissioner, Office of the Mayor, District of Columbia from 1972 to 1974. She was a special assistant for legislation, Office of the Mayor, District of Columbia from 1974 to 1979. She was an assistant city administrator for intergovernmental relations, District of Columbia in 1979. She was a corporation counsel, District of Columbia from 1979 to 1983. She was a Judge of the District of Columbia Court of Appeals from 1983 to 1988. She was a Chief Judge of that court from 1988 to 1994.
