James Cooper (born January 5, 1964) is an American politician serving in the California State Assembly. He is a Democrat representing the 9th Assembly District, which encompasses portions of Sacramento and San Joaquin Counties.
Cooper is a member of the California Legislative Black Caucus and Assistant Majority Floor Leader. Prior to being elected to the Assembly in 2014, he was an Elk Grove City Councilmember and Sacramento County sheriff's deputy.
