Elma is a city in Howard County, Iowa, United States. The population was 546 at the 2010 census.
Elma had its start in the late 1880s by the building of the railroad through that territory.

According to the United States Census Bureau, the city has a total area of 1.29 square miles (3.34 km2), all of it land.
As of the census of 2010, there were 546 people, 240 households, and 142 families residing in the city. The population density was 423.3 inhabitants per square mile (163.4/km2). There were 272 housing units at an average density of 210.9 per square mile (81.4/km2). The racial makeup of the city was 96.3% White, 1.3% African American, 0.2% Pacific Islander, and 2.2% from two or more races. Hispanic or Latino of any race were 1.5% of the population.
