The Ministry of Innovation, Business and Rural Development is a provincial government department in Newfoundland and Labrador, Canada. The department is headed by a member of the provincial cabinet, typically a Member of the House of Assembly, who is chosen by the premier and formally appointed by the Lieutenant-Governor of Newfoundland and Labrador. The current Minister of Innovation, Business and Rural Development is Charlene Johnson.

The department was created in October 2011, by the government of Kathy Dunderdale, it incorporates the former Department of Innovation, Trade and Rural Development and most of the programs from the former Department of Business. The department's lines of business include; business investment, business leadership, economic intelligence, industrial diversification, innovation, investment development, marketing, regulatory environment reform, and small and medium-sized enterprise development.
