In 1951, Benliw was once a sitio of barangay Biabas. It was given the name Benliw because of the predominant tree growing there at that time. (Similar to , but distinguished by its fruit.)

People in the barangay are mostly fishermen who live by fishing, others by fish vending, and trading. Some are farmers who plant rice, corn, coconut, banana, vegetables, coffee, cacao, fruit trees, and root crops. Some have small lots of agricultural land.

There are seven puroks in the barangay overseen by the elected kagawads.
