İbrahim Kutluay (born December 7, 1973) is a Turkish former professional basketball player. He played at the shooting guard position. He scored a record 50 points at the 1996 FIBA Europe Under-20 Championship against Italy, and also 41 points in a EuroLeague game against Cibona Zagreb during the 1998–99 season.
In his pro club career, Kutluay played with Fenerbahçe, Efes Pilsen, and Ülkerspor in Turkey's BSL, and he also played with AEK Athens, Panathinaikos, and PAOK in Greece's Basket League, before going to the NBA's Seattle SuperSonics.
He was the EuroLeague Top Scorer in 1999, with an average of 21.4 points per game.
Kutluay began a career as a sports commentator, after he retired from playing basketball.
