I'm going to oppose.
I'm sympathetic to the view that "offline reading" should be enabled.
I do not, however, believe this is the way to do it. A systematic way, which relies not on en.WP's hack of a template, nor one which advertise a particular reader or viewer, is a) much better and b) provides the functionality for all pages, without c) the mess of a template addition to every article (within a certain scope) for d) every reader, mobile or not. To that end, there is a phabricator task for this funcitonality at . My final opinion: Just be patient. It's on the (WMF) radar.
