Who decides and how should I respond to an article that is rejected. The entire process appears to be wrapped in a mystery?

The following lines appear in my recent contributions:
Nobody's ever edited these two pages, aside from me, and I've never used my alternate account to edit either one of them. I can understand it appearing on both (because it would always appear whenever I'd made the most recent edit to a page) or it appearing on neither (because no other account had ever edited, so rollback wouldn't work), but why would it appear on one but not the other? I had created a page on behalf of my company on 5/2/17 titled 'CitiusTech Inc.', but it got deleted by the user DESiegel ().
The reason for deleting the page said G11: Unambiguous advertising or promotion. Please help me understand what part is promotional and I will remove it.
