Virginia's 28th House of Delegates district

Virginia's 28th House of Delegates district, located in Stafford County and Fredericksburg, has been represented by Republican Bill Howell since 1992. In 2017, Republicans Paul V Milde III, Susan Stimpson, and Robert Michael Thomas, Jr.; and Democrat Joshua Cole are running. Milde and Thomas are both members of the board of supervisors. Stimpson is a former supervisor and has served on a number of regional committees. Cole is a fracking opponent.

Karen Hyland, a Democrat who dropped out of the race before the primary, is a reservist and the co-owner of B.J.'s Tap Room, and favors abortion rights, Medicaid expansion, and a robust infrastructure plan, to include better highways and public transportation. She said she may run in a future election, after taking a break for a few years.
