Tunku Mahmud Sallehuddin was born in Alor Setar, Kedah, British Malaya on 30 April 1942.

Tunku Sallehuddin is the ninth of 14 siblings. His father was the late Sultan Badlishah (1894-1958), the 26th Sultan of Kedah and his mother was Sultanah Asma binti Almarhum Sultan Sulaiman (1911-1994) who was the daughter of the Sultan of Terengganu, Sultan Sulaiman Badrul Alam Shah. His full siblings are Almarhum Tunku Tan Sri Annuar, Tunku Abdul Hamid Thani, Tunku Dato' Seri Hosnah, Tunku Dato' Bisharah, Tunku Dato' Badriatul Jamal, Dato' Tunku Kamaliah and Dato' Hajjah Tunku Nafisah while his half-brothers originating from the same father are the current Sultan of Kedah and the former 5th and 14th Yang Di-Pertuan Agong of Malaysia, Tuanku Abdul Halim and the late Tunku Abdul Malik.

Tunku Salehuddin's military career started with undergoing cadet training at the Indian Military Academy in Dehradun, India, from July 23, 1962 until June 30, 1963. On February 1964, he was commissioned as a lieutenant and stationed with the 12th Battalion of the Royal Malay Regiment based in Kelantan. He was later promoted to the rank of Colonel.

During his services, Tunku Sallehuddin had been involved in several security operations at the border areas with Thailand.
