Ted S. Nelson (born 17 May 1935) also known as Theodore Sgambelluri Nelson, was a Democratic senator in the 17th, 18th, 19th, 20th, 22nd, and 23rd Guam Legislatures.

Nelson graduated from George Washington High School. He earned an Associate of Arts degree from the College of Guam, a bachelor's degree from Ohio State University, and a Master's degree from the University of New Mexico.

Nelson taught physical education at George Washington High School. He served as Vice Principal of George Washington Junior High School and later John F. Kennedy High School. He served as principal at George Washington Junior and Senior High Schools. He served as a special assistant under Governor Camacho and Governor Bordallo.

Nelson is the paternal grandfather of Senator Telena Cruz Nelson.

Nelson served as a delegate in the Guam Constitutional Convention.

In 1974, Joaquin C. Arriola teamed up with Nelson in the Democratic Party of Guam Gubernatorial Primary. In the primary, Arriola-Nelson placed 4th against the teams of Ricardo J. Bordallo and Rudolph G. Sablan, Pedro C. Sanchez and Esteban U. Torres, and Manuel F.L. Guerrero and David D.L. Flores, with 1,254 votes.

During the 1977 Guam Constitutional Convention, Nelson served as a delegate from Mongmong-Toto-Maite and secretary of the convention.

Nelson ran for a seat from the Guam 2nd Legislative District in 1978 and 1980. In 1978, Nelson garnered 2,255 votes in the primary, but lost with a 9th place finish of 3,067 votes in the general election. In 1980, Nelson garnered 1,980 votes in the primary,but lost with an 8th place finish of 2,891 votes in the general election.

In the 1982 general election, Nelson placed 5th. During the 17th Guam Legislature, Nelson introduced 168 bills.

In the 1984 Democratic primary election, Nelson placed 3rd with 7,269 votes. In the general election, Nelson placed 12th with 13,882 votes.

In the 1986 general election, Nelson placed 5th with 17,200 votes.

In the 1988 Democratic primary election, Nelson placed 5th with 8,016 votes. In the general election, Nelson placed 14th with 14,668 votes.

In the 1990 Democratic primary election, Nelson placed 2nd with 9,956 votes. In the general election, Nelson placed 22nd with 15,640 votes.

In 1992, Nelson sought to return to the Guam Legislature. In the general election, Nelson placed 21st with 15,228 votes. During the 22nd Guam Legislature, Nelson introduced 213 bills.
