Sailing at the 2013 Southeast Asian Games took place at Ngwesaung Beach in Ngwesaung, Myanmar between December 13–20.
The competition was a fleet racing contest, using point-for-place. There were twelves races, the two worst score for each crew was ignored.
All the Sailing events on the sea games programme, excepting the Open optimist team event, were fleet races and followed the same competition format.
In fleet racing, each event had 12 races. Points were awarded in each race: first scored one point, second scored two points, etc. After all races were completed, points from the two worst race were discarded. The remaining points were added together. The points total after the medal race determined the placings. The athlete/crew with the lowest number of points was declared the winner.
The match racing event started with a round-robin stage. The winner of each race got one point. The best four crews progressed to the knockout stage, where top two crews raced for gold medal and crews place 3rd and 4th race for bronze medal.
If sailors are disqualified or do not complete the race, 7 points are assigned for that race with 6 boats, 6 points for race with 5 boats, and 5 points for race with 4 boats
