The Puerto Rico Aqueducts and Sewers Authority (PRASA) —Spanish: Autoridad de Acueductos y Alcantarillados (AAA)— is a water company and the government-owned corporation of Puerto Rico responsible for water quality, water management, and water supply in Puerto Rico. PRASA is the only entity authorized to conduct such business in Puerto Rico, effectively making it a government monopoly.
60% of utility water in Puerto Rico is lost through theft or leaks, in comparison to 12% when compared to the industry average in the United States. Bills have tripled from $50 a month to $150 since 2007 with a growing 25% delinquency rate.
