Phillip Vincent "Phil" Kelly (born 26 August 1957) is a former Australian rules footballer who played for East Perth in the West Australian National Football League and North Melbourne in the Victorian Football League. He represented Western Australia at interstate football on six occasions.

Kelly played mostly as a wingman but was also used as times on the ball and started his career in 1975 at East Perth. He won Sandover Medals in both 1978 and 1979 to become the only East Perth player after Graham Farmer to have won the award back to back. In 1978 he was also a member of their premiership side.

North Melbourne acquired his services in 1981 and he remained with them for five seasons.

His son, Josh Kelly was picked in 2013 AFL Draft with the second selection by the Greater Western Sydney Giants
