Nikolay Igorevich Rybakov (Russian: Никола́й И́горевич Рыбако́в, born 24 December 1978) is a Russian public and political figure, vice-chair of the Russian Unitied Democratic Party "Yabloko" (since 2015), executive director of the Bellona - St. Petersburg (2008–2015), board member of the Transparency International - Russia (since 2011).

Born in, Leningrad, USSR, in 2000 graduated the Petersburg State Transport University with honour (academic department – Economics of the Construction Industry). Started his career at age 13 in agriculture and then in construction. Since 1997 till 2000 worked as an assistant to the deputy of the Legislative Assembly of Saint Petersburg Mikhail Amosov.

Was elected to the municipal council in the municipality "Svetlanovskoe" in St.Petrersburg and served there one term from 2000 to 2004. At the same time in 2001-2003 was teaching law in the school for children hard of hearing. In 2004 was elected to the municipal council in the neighbouring municipality "Grazhdanka" and became a chair of budget, law and information committee. In 2006 was elected as a head of municipal administration in the municipality "Grazhdanka". In 2008 was evicted out of his post. According to one version it happened because he and the head of the municipal council Olga Shtannikova initiated a law draft, which ban public financing of the construction of Okhta Center—a skyscraper office of Gazprom. According to another version he was removed from his post for the initiation of the investigation, which showed violations in the conscription process in municipality.

In 2008-2015 worked as an executive director of the Environmental Rights Centre BELLONA. In 2010–2015 was a chief editor of the Internet media "Bellona.ru", in 2014–2015 was a chief editor of the magazine Environment and Rights.

Since December 2015 is a vice-chair of the Yabloko party.

Joined the youth wing of the Russian United Democratic Party Yabloko in 1995 at the age of 16. In 1999–2000 was a chair of the youth wing. In 2005 was elected in the bureau of the St.Petersburg branch of the party. From 2005 to 2009 was an editor of the party bulletin Democrat. Since 2008 is a member of the national bureau of the party. In 2015 was running for a position of the chair in the party but did not win and became a vice-chair, while Emilia Slabunova became a chair.
