Michael "Mike" Phelan is one of three deputy commissioners of the Australian Federal Police. He is the deputy commissioner responsible for national security. He served as the Chief Police Officer of the Australian Capital Territory Police (ACTP). The ACTP is a police unit under the Australian Federal Police.

Phelan commenced his career with the Australian Federal Police in 1985. Subsequent to being promoted to the rank of commander in 2002, he became assistant commissioner in 2004. He was appointed to his current position in September 2007 at the age of 44. In March 2010, Phelan was succeeded as Chief Police Officer of the ACT Police by Roman Quaedvlieg.

During his time with the AFP, Phelan was responsible for international operations and border security in relations to narcotics and people smuggling in 2005. This role led to the investigation of the Bali Nine. He and the AFP Commissioner Colvin made statements about the case on 4 May 2015 after the execution of the ringleaders of the Bali nine
