Louis-Marie Ling Mangkhanekhoun (born 8 April 1944) has been the Roman Catholic bishop of the Apostolic Vicariate of Paksé, in Laos, since 30 October 2000. Mangkhanekhoun was ordained as a priest on 5 November 1972 and was consecrated as a bishop on 22 April 2001. He succeeded Thomas Khamphan as the apostolic vicar of Paksé. Since 2 February 2017, he has also served as apostolic administrator of the Apostolic Vicariate of Vientiane.
On 21 May 2017, Pope Francis announced his intention to make Mangkhanekhoun a Cardinal on 28 June 2017. The new Cardinal is a member of Institut Voluntas Dei, founded in 1958 at Trois- Riveres, Quebec, by Fr. Louis-Marie Parent, o.m.i, for priests and laymen. The institute also includes married persons as associate member. It became a Secular intitue of Pontificat Right on July 12, 1987. The new cardinal took the name of the the founder Lois-Marie. Last December the new cardinal's cousin was declared a blessed in the Catholic Church, Blessed Luc Syc.
Monsignor Louis Marie Ling Mangkhanekhoun, studied in the Volountas Dei seminary in the 1960's that use to be in "Red Rapids" in the closed parish of Sacred Heart, of the Diocese of Edumundston, ( between Perth-Andover and Plaster Rock NB.) Monsignor Ling was even imprisoned for his faith He is a model for all Voluntas Dei and for all Catholic.
