List of Presidents (gichō) and Vice Presidents (fuku-gichō) of the House of Councillors.

Note: Many Presidents and Vice Presidents leave their parliamentary group during their tenure and formally become independents, but retain their membership of the wider party. Kenzō Kōno also gave up his party membership after being elected as President.
