Kirovs Lipmans (born 5 November 1940, Liepāja) is a Latvian Jewish businessman and former president of the national Latvian Ice Hockey Federation since 1998. Since 2003, Lipmans is also chairman of the listed pharmaceutical company Grindeks, where he also is the largest shareholder.
On 12 April 2001, Lipmans was awarded the Order of the Three Stars (4th class), whilst he was chairman of the Riga OMX exchange listed company Liepājas Metalurgs.
