Constantin Kasongo Munganga is a politician and monetarist from the Democratic Republic of Congo. In 2011, he was elected MP for the constituency of Katanda Territory, in the Kasai-Oriental province. He is the former chief executive officer of the Center for Expertise, Evaluation, and Certification of Precious and Semi-Precious Mineral Substances. Television audiences nicknamed him "The Man With The Red Knot" because of his appearance. Since 1975, he has taught at the Institut Supérieur de Commerce of Kinshasa.

Constantin Kasongo was born on July 22, 1944, in Ngulungu, Katanda Territory. His father, Ilunga Munsensa, was polygamous and died before he was born. He sadly lost his mother at an early age. As an orphan, he could no longer attend school in Katanda. Therefore, he went to continue his middle school in Lusambo. Then, he joined his big brother Gaspard Kazadi who were a farmer in Ngandajika to attend high school. We all know that the first Congolese doctor is a gynecologist, Doctor Ilunga Felicien. But all didn't that he's also Kasongo's big brother who sponsored relocation from the province of East Kasai to the capital Kinshasa, on 1962. Once arrived in Kinshasa, Kasongo registered to College Albert 1st (actually ), where he graduated from high school, majoring in Poetry and Rhetoric of literature. Afterward, He achieved Economics at the University of Lovanium, actually the University of Kinshasa.

When he retired from the Central Bank on 2004, Kasongo began his political activism by joining the Civil Society led by friend Professor Bahati Lukwebo. Civil Society is apolitical. On 2005, he joined the presidential political party (PPRD) through its General Secretary, Camarade Vital Kamerhe. Next, he pulled his son Dicko Kasongo from UDPS and introduced him to Vital Kamerhe who appointed him as an Implanter, then he will be retained on the electoral list for the legislative. Actually, he is the Chairperson of the province of Kasai-Oriental in the parliamentary.Katanda Territory elected Kasongo in the parliamentary under the umbrella of RCD/N led by Roger Lumbala on November 28, 2011. Next year, Kasongo's parliamentary mandate had almost been invalidated when the president of their party RCD/N, Roger Lumbala had joined the armed rebellion of the M23. He then responded to the call of his constituency by resigning from RCD/N. On August 30, 2012, he created a new political party, Congolese Alliance for Agriculture and Development (CAAD). As the Caucus Chair of the province of Kasai-Oriental in the Congolese National Assembly, Kasongo Munganga thanked the President Kabila for keeping choosing the prime minister from his province.
