Joseph Alexander "Joe" Ragland (born November 11, 1989) is an American-Liberian professional basketball player who plays for Sidigas Avellino of the Serie A. Born in West Springfield, Massachusetts, he played basketball for the high school of his hometown, before committing to North Platte in the NJCAA. After being named a first team NJCAA all-American in 2010, Ragland was received a scholarship from Wichita State where he played for two seasons.

After going undrafted in the 2012 NBA draft, Ragland pursued a professional career abroad signing for UCAM Murcia of the ACB. Following his departure from Spain, he signed for Pallacanestro Cantù in Italy. After a season with Emporio Armani Milano in the Euroleague, he moved to Turkey for Pınar Karşıyaka.

After a career with West Springfield, where he earned the Lahovich Award as a senior, Ragland committed to North Platte Community College. Ragland was named a first team NJCAA all-American in 2010, as he led his team to an NJCAA tournament appearance, averaging 18.4 points per game on 56% from the field. Ragland, finished his career at North Platte as the college's all-time leading scorer with 1,286 points, having averages of 19.5 points and 3.1 assists per game.
