James F. Lacey (born 1954) served on the Ocean County, New Jersey Board of chosen freeholders. Lacey was first elected to the Board of Chosen Freeholders in 1993 and served until December 31, 2015.
Freeholder Lacey serves as chairman of the Freeholder Board's Human Services Committee and is the liaison to the Department of Solid Waste Management.
Throughout his tenure as Freeholder, Lacey has supported educational programs for workers and residents on areas such as the Americans with Disabilities Act of 1990, teen-age suicides and persons with handicaps and he has worked to improve the environment with such programs as backyard composting, battery recycling and household hazardous waste collection. Lacey joined the Board of Trustees of the North Jersey Transportation Planning Authority in 2003.
Lacey is a graduate of Ocean County College and Monmouth University. He lives in Brick Township, and has been a resident of Ocean County for more than 40 years. Lacey served on the Point Pleasant Beach Borough Council. Lacey has been president of Point Beach Fire Company #2 and is the recipient of the Ocean County College Alumni Association Distinguished Achievement Award.
Lacey resigned from office as of December 31, 2015. He had been notified that he was not going to be reappointed to his $192,000-a-year position as the executive director of the Brick Township Municipal Utilities Authority and the resignation from his position as freeholder, for which he collected $30,000 in annual compensation, would allow him to start collecting his state pension. The Ocean County Republican committee selected Virginia E. Haines to fill the vacant freeholder seat.
