James Quinn Decker (October 29, 1907 – December 20, 1987) was a college football player, coach, and sports figure in the United States.

Decker played Fullback for the University of Tennessee Volunteers. He later became an assistant coach at the school.

Before coaching in college, Decker had coached football at the high school level at Central High School in Knoxville, Tennessee.

Decker was the head coach of the Centre College Praying Colonels in Danville, Kentucky from 1938 until completion of the 1941 season.

Quinn was the 11th head college football coach for The Citadel Bulldogs located in Charleston, South Carolina and he held that position for seven seasons, from 1946 until 1952. His career coaching record at The Citadel was 23 wins, 39 losses, and 1 ties. This ranks him eighth at The Citadel in total wins and 19th at The Citadel in winning percentage.
