Sir Hugh Shakespear Barnes KCSI KCVO (1853–1940) was an administrator in British India. He served as Chief Commissioner of Baluchistan several times during the 19th Century.
Educated at Malvern College, Hugh Barnes joined the Indian Civil Service in 1874. He was appointed Chief Commissioner of Baluchistan in 1891 (twice), and served further terms in 1896–1899 and 1899–1900. In 1899, he was appointed Foreign Secretary to the Government of India and served as Lieutenant-Governor of Burma in 1903. In 1905, he became a Member of the Council of India.
His brother, Herbert Curie Barnes, served as Private Secretary to the Chief Commissioner of Burma. He was awarded KCSI (Knight Commander of the Order of the Star of India) in 1924.
