Howland Township is one of the twenty-four townships of Trumbull County, Ohio, United States. Along with Liberty Township, it is one of two urban townships in Trumbull County. The 2000 census found 19,451 people in the township, 17,546 of whom lived in the unincorporated portions of the township.

According to the United States Census Bureau, the township has a total area of 18.0 square miles (47 km2), all of it land.

As of the census of 2000, there were 19,451 people, 7,916 households, and 5,661 families residing in the township. The population density was 1,080 people per square mile (417/km²). There were 8,324 housing units at an average density of 462/sq mi (179/km²). The racial makeup of the township was 88.36% White, 10.09% African American, 0.47% Native American, 1.67% Asian, 0.02% Pacific Islander, 0.17% from other races, and 0.40% from two or more races. Hispanic or Latino of any race were 0.90% of the population.

There were 7,916 households out of which 28.27% had children under the age of 18 living with them, 59.06% were married couples living together, 9.34% had a female householder with no husband present, and 28.49% were non-families. 25.49% of all households were made up of individuals and 9.79% had someone living alone who was 65 years of age or older. The average household size was 2.45 and the average family size was 2.94.
