High Institute of Education and Communications (Instituto Superior de Educação e Comunicação) are one of four campuses of the University of São Tomé and Príncipe. It acts as its main campus it is located the neighborhood of 3 de Fevereiro in the southwest of the capital city of São Tomé.
Nearby landmarks and facilities is the Paulo Freire National Lyceum located near the city's historic center.
It was founded as Escola de Formação e Superação de Quadros Docentes (EFSQD), the Formation School and the Elevation of Four Teachers in 1982 and was the country's first college. It became the Escola de Formação de Professores e Educadores (EFOPE), the Professors and Educators Formation School in 2000. It changed its name in September 12, 2016.
The first two rectors of the university, one current came from this campus including Peregrino do Sacramento da Costa and Ayres Bruzaca de Menezes.
