Harbor Hills is a census-designated place (CDP) in Licking County, Ohio, United States. The population was 1,303 at the 2000 census.

A post office called Harbor Hills was established in 1927, and remained in operation until 1943.

Harbor Hills is located at 39°55′58″N 82°26′15″W / 39.93278°N 82.43750°W / 39.93278; -82.43750 (39.932782, -82.437381).

According to the United States Census Bureau, the CDP has a total area of 3.5 square miles (9.1 km2), of which 2.7 square miles (7.0 km2) is land and 0.7 square miles (1.8 km2) (20.87%) is water.

As of the census of 2000, there were 1,303 people, 575 households, and 411 families residing in the CDP. The population density was 478.1 people per square mile (184.3/km²). There were 676 housing units at an average density of 248.0/sq mi (95.6/km²). The racial makeup of the CDP was 98.39% White, 0.15% African American, 0.15% Asian, 0.15% Pacific Islander, and 1.15% from two or more races. Hispanic or Latino of any race were 0.15% of the population.
