The First Deputy is to be proposed by the Chairman of the Government of the Russian Federation (commonly known as the Prime Minister), and approved by the nation's President.

The office is the successor to the posts of First Deputy Premier of the Soviet Union and the First Deputy Premier of the Russian SFSR
