Emmylou "Lala" Jacolo Taliño-Mendoza (born February 25, 1972) is a Filipino politician. As a member of the KAMPI party, she has been elected for three terms as a Member of the House of Representatives of the Philippines, representing the 1st District of North Cotabato. She first won election to Congress in 2001, and was re-elected in 2004 and 2007.
She is the incumbent Governor of the Province, and the second woman Governor of Cotabato next to Dr. Rosario Diaz.
