Eduardo Silva Meluk (Cúcuta, Colombia, January 15, 1970), best known as El Presi . is a business administrator and majoring in Finance and the 39th president of the football club, Deportivo Independiente Medellin.

He was Millonarios legal agent.

Since he arrived, he has been creating good financial strageties that may help as much the fans as the executtive committee called Todos en uno, which, through membreship cards, if someone joined to Equipo del Pueblo or The People's team (nickname given by the fans for generations)he or she may access easily to Atanasio Girardot Stadium, where all the matches are played as guests, and with a reserved seat. However, these bonifications showed many disadvantages, because the more DIM advanced the more the price was increased, most commonly in quartefinals (either the bonus were cancelled if you miss most of the games or you have to buy tickets with which really expesive).Despites the facts, it have helped lots of fans to avoid buying tickets outside the stadium to street vendors.

Thanks to his job, Medellín have been getting excellent players as new ones as old players from DIM to reinforce its line-up: The ex-Atlético Huila, Juan Fernando Caicedo, Hernan Hechalar, and Didier Moreno in 2015; the ex-Boyacá Chicó, Juan David Perez, the ex-Envigado, Faider Burbano, the ex-Independiente Santa Fe, Daniel Torres y Luis Carlos Arias (who played with Medellín in 2009, getting its fifth title), and the ex-Universidad Católica from Ecuador, Matías Cahais, in 2015 of the second season; Finally, Deportivo Pereira's attacker, Leonardo Castro. In addition to that, the ex-Porto F.C, Juan Fernando Quintero, in a period of one year for borrowing to play Super Liga Águila 2017, Copa Libertadores 2017 and Liga Águila 2017.
